CODEOWNERS: default repository owners.
SECURITY.md: private vulnerability-reporting policy ([email protected]).
CONTRIBUTING.md: setup and contribution guidance for this repo.
CODE_OF_CONDUCT.md: Contributor Covenant 3.0 (CC BY-SA 4.0).

All new files carry SPDX headers and reuse lint passes.

docs: add CODEOWNERS, SECURITY, CONTRIBUTING and CODE_OF_CONDUCT 1066d07645

Add the standard governance documents so the public repository carries clear ownership, a security-reporting policy, contribution guidance and a code of conduct. The code of conduct is the Contributor Covenant 3.0 (CC BY-SA 4.0); the other files are HOIST IT proprietary. All files carry SPDX headers and reuse lint passes.
